			<content:encoded><![CDATA[<p><strong>Pattaya has gained significantly from Bangkok&#8217;s problems and the epic floods of 2011. The subsequent arrival of Bangkok property developers and a whole new group of willing property buyers are injecting billions of Baht into Pattaya City.</strong></p>

<p>Bangkok based companies that have started projects in the Pattaya and Jomtien areas include, Blue Sky Development, with their 1,038 units Atlantis Condo Resort, 90% sold in five months, they now plan to launch a second project in South Pattaya with 1,200 units in June this year. Q House has launched its first condominium project, offering units priced lower than Bt3 million in Central Pattaya, Raimon Land launched its first low budget condo project Unixx, in South Pattaya with condos priced lower than Bt3 million.</p>
<p>&nbsp;</p>
<p>After its success last year, LPN Development has launched its latest condominium project, Lumpini Ville Nakra-Wongamart and Sena Development plans to launch a condominium, serviced apartment and shopping centre project. Another Bangkok based developer, Boutique Asset Management Ltd., have purchased land in South Pattaya and have plans to develop their first Pattaya condominium project in 2012.</p>

<p><strong>Why the sudden rush to build in Pattaya?</strong></p>
<p>Until 2011 most condo units below 3 Million Baht were being developed by foreign owned development companies, who were mainly targeting foreign buyers, investors who found the 1 to 3 million baht investments attractive options to the banks and stock markets offerings. But their problem has always been, only 49% of units could be sold in foreign names, 51% had to be sold to Thai individuals or Thai companies, these foreign owned developers were not as experienced to sell to the Thai market or as well placed with attractive Thai finance plans as some of their Bangkok based competition.</p>

<p><strong>The Local Thai Market</strong></p>
<p>Pattaya City is growing exponentially and this has bought new residents to the area, many middle class professionals and merchant business people who require reasonable quality homes, many of the buyers come from this market. Blue Sky teamed up with LH Bank to offer attractive Thai finance plans, mortgages and a profile of financial security that Thai buyers found appealing.</p>

<p><strong>The Exodus</strong></p>
<p>During October and November of last year thousands of Bangkokians were exiled from their flooded homes and businesses, the experience for many of them was a horror story seeing their homes and possessions destroyed by the slow but unstoppable torrents.</p>

<p>The exodus went in all directions as people headed back to friends and family homes up country but many escaped to Pattaya looking for cheap short term accommodation. The &#8216;new&#8217; Pattaya, now just two hours drive away and boasting a “Central” Shopping Mall and a Hilton, equal to anything in Bangkok, with a huge stock of quality accommodation was an easy choice for those with the money to rent a hotel, villa or condo, plus its close enough to do trips back and forth while also providing some city comforts. Jomtien with its more seaside qualities and beautiful beaches just a few minutes away has also been developed significantly in the last few years and gave the many of the visitors who had old maybe negative pre-conceptions from years past about Pattaya and Jomtien, a pleasant surprise and changed some minds.</p>

<p><strong>Investing in Pattaya and Jomtien</strong></p>
<p>This surge of interest in Pattaya and Jomtien from Thai&#8217;s, especially Bangkok based developers who provide attractive purchase plans for Thai&#8217;s and foreigners has stimulated the market, increased confidence in the investment opportunities these developments provide, the Thai banks are investing, private investment is rising, buyers continue to buy, so it appears the future of Pattaya is a prosperous one.</p>

			<content:encoded><![CDATA[<p>Pattaya officials want condominium foreign ownership limits increased to 70% from 49% to help keep Thailand competitive once the Asean Economic Community (AEC) is formed in 2015.</p>
<p>”Pattaya needs to get ready for the AEC. If we wait until 2015, it may be too late as other countries in Asean are now preparing for the single regional common market,” said deputy mayor Ronakit Ekasingh.<span id="more-322"></span></p>
<p>Pattaya would propose the idea to help promote investment in Thailand, he said.</p>
<p>Pattaya is a special administrative area. The policy should be applied as a pilot programme in Pattaya and Phuket, major tourist destinations that have their own administrative authority.</p>
<p>The foreign quota on condominium ownership is regulated by the Interior Ministry &#8211; at 49% of the saleable space. Allowing a higher limit would help developers already up against their foreign ownership quota sell more units.</p>
<p>If the limits are increased, units can be sold to foreigners if Thai buyers cannot be found.</p>
<p>Mr Ronakit made the comments at a seminar on the Chon Buri and Rayong housing markets in 2012, adding that Pattaya’s mayor would discuss the condominium ownership issue with the ministry at the next meeting.</p>
<p>The Pattaya property market has been booming since last year. A large number of Russian tourists have been visiting Pattaya arriving via chartered flights landing at U-Tapao Airport.</p>
<p>Pattaya benefited from the floods last year as Bangkok residents relocated temporarily to the city.</p>
<p>However, an influx of people during that period made it obvious that Pattaya needs to improve infrastructure and develop mass transit.</p>
<p>High-speed trains from Bangkok to Rayong will help boost tourism in the eastern provinces as travel time will be reduced from two hours to 40 minutes.</p>
<p>A new 600-million-baht terminal at U-Tapao Airport will allow for a greater number of arrivals.</p>
<p>To support tourism and investment growth and to improve traffic flows, Pattaya City plans to widen the road along the beach by four metres.</p>
<p>It will also expand the width of the beach, which is today is only about two metres wide and is very close to the road.</p>
<p>The beach project, costing an estimated 338 million baht, will involve the transportation of sand from Rayong and the widening of the 2.7 kilometre long beach to 35 metres.</p>
<p>”We will make the beach 35 metres wide to show how good it is to extend the beach,” he said.</p>
<p>After the project is completed, Pattaya will pass zoning rules restricting the use of beach umbrellas and chairs to specific areas. These restrictions will increase the public space available for tourists to sit on the beach or sunbathe.</p>
<p>He said Pattaya was waiting for the approval of an environmental impact assessment report for the extension of the beach.</p>
